Phase I
The purpose of a Phase I ESA is to identify existing or potential environmental contamination liabilities. The Phase I ESA is conducted following the ASTM E1527-13 standard for use by customers who wish to assess the environmental condition of a commercial real estate property taking into account commonly known and reasonably ascertainable information. The use of the ASTM E1527-13 standard is intended to constitute all appropriate inquiries for purposes of the Limited Liability Protections, as established by the Small Business Liability Relief and Brownfields Revitalization Act, although it is not intended to be used solely for that purpose. The ASTM E1527-13 standard is intended primarily to identify recognized environmental conditions (REC) in connection with a property. Phase II
The purpose of a Phase II Environmental Site Assessment (Phase II ESA) is to conduct an investigation into known releases or a possible release to identify impacts to soil or water at the property for legal or business reasons. The Phase II is usually conducted when a Recognized Environmental Condition (REC) is identified during the Phase I Assessment. The Phase II Environmental Assessment can consist of collecting soil samples, surface water or groundwater samples to screen for chemical or metal contamination. This sampling can be conducted by hand auger, drill rig, or direct push, depending on site-specific conditions. This testing is conducted when there is a potential for an environmental liability that can affect the value of a property.
